It seems to me that most NATO countries are just starting to slack.

Indeed. 

Only 5 NATO countries spend the required cash on defence required as part of the NATO guidelines (check but it was 2% of GDP I believe?) and that's the US, the U.K., Estonia, Poland and Greece (of all counties).

And of those 5 the US spends by far the most, obviously. Most likely because now there is no Cold War also most NATO countries are actually pretty poor, even south and east European states like Spain, Portugal and Italy. All suffering recessions and massive cut backs in Government spending. Unfortunate timing really because I would class Putin as more dangerous than a lot of the latter USSR dictators.

The Navy’s only vessel for repairing damaged warships at sea will be sold off four years early because of cost-cutting, the Ministry of Defence has said.

RFA Diligence, which has been repairing Royal Navy vessels since the Falklands War, had been due to continue working until the end of the decade, but will now be sold immediately.

The sale comes just three years after the vessel was given a refit to extend its life to 2020, and means the ship will be lost before a replacement has been decided on.

The Royal Navy's fleet of warships is "at a dangerous and historic low" leaving the new aircraft carriers at risk of being unprotected.

The assessment by the Defence Select Committee will endorse widespread concerns that the Royal Navy has been left too small after recent job and spending cuts.

The committee's report, called Restoring The Fleet, said the current number of vessels is "woefully low" and raised doubts over the availability of skilled workers in the service.

Well, we sort of agree. We definitely need to need to maintain some kind of armed force but we don't need to pump massive amounts of money into it and we need to stop poking our noses into foreign conflicts. All the armchair generals need to get it through their thick heads that we aren't an Empire anymore.

Other issues such as welfare, education and the NHS are more important. And as you say, get the royals to fund their own palaces. The fact regular people have to pay for that is ridiculous. The elite love to use people on benefits, etc as a scapegoat while the royals and their rich friends are the biggest scroungers of all.
