Legally responsible and morally responsible are different. If I am not ultimately responsible in choice then I can't be morally. Because "ought" implies "can".
You ought not to steal and you don't because you can stop yourself. It's morally wrong to steal which is why you ought not do it.

Why was I born where I was? You can argue that it was sheer luck, but it believe it was fate... Why did I meet certain people? You can again say its luck but I dont know, perhaps its fate?
