I bet it is an insurance scam. I'm quite curious as to why this got so much play in the news. I am not trying to sound ignorant, however, it seems a building fire in a large city isn't something that is usually news worthy on a global scale. I mean, here in Phoenix there was a fire at a junk yard that was fairly large. And the only people covering it were local news outlets. Does anyone know why this got so much play?

I'm willing to bet that a fire at a junk yard isn't going to have anywhere near the fatalities that a high rise building has. So that's my guess.

Phoenix has major junk yards.  There's one at the state capitol.

I don't know about "ratings."  How many times can someone watch the same footage of the same event?  It's mainly to fill up air time.  I shut the news off and turned on a game between the Oakland A's and Miami Marlins - two teams that I don't give a shit about - because I can only listen to these talking heads for so long.... and the relentless big pharma ads for invented diseases does not help.  At least the ball game blocks out the commercials.

Someone is going to jail somewhere here I would think. By some accounts the fire alarms didn't even work in some flats/floors.

That's quite common in high rises in London and other UK cities, even more so now that central government have slashed council budgets by 40% and more in the last seven years. This of course lead to many councils slashing their maintenance (a lot of these places are still council owned) and enforcement budgets, leading to a lot of necessary maintenance and upgrading work either being ignored or done shoddily.
