No. It would be the other way around. With the popular vote states like California and New York would dictate policy for the rest of the country. Since we're a Republic we have a Constitution where every voice heard, even those states with smaller populations. That's why we keep the EC.

Well then maybe states like California and New York should be divided into smaller states. Seems to me that if the majority of the people want X in office, that should happen.

Don't know how serious the proposal is, but some discussion of California seceding and becoming it's own country is occuring.  Apparently there is surprising interest in establishing an apartheid nation of sorts, a large and perpetual underclass, no middle class (they would be strongly encouraged to emigrate to the remainder of the US) and then a small select group of super rich/elite running the show.

As a social experiment, I suppose it would merit some academic interest, but I think the reality of it would be pretty horrible.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

It wouldn't happen like that at all. With proportional representation in a new system, which way any state leans would matter much less than it currently does. In states that are solidly red or blue, the minority votes would still count, unlike the current system where in all but a couple of states, the winner takes all.
