Guns is only part of the problem, in my opinion. Mental health checks and treatment should be free for all. Considering age, wonder if the medical history of the shooter is significant. Brain tumor springs to mind. Just heard report shooter was a pilot, a position requiring medical checks so there might be something to review here. They can CAT scan the corpse too.
I'm also anticipating Pat Robertson and Westboro Baptist to say something incredibly offensive. The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
