CDC and FDA are both under HHS. FDA has said that it received no such guidance.
"Hard to imagine" and an unnamed policy analyst aren't terribly convincing.

I mean, the lady who runs the CDC is a Georgia Republican who used to hustle anti-aging medicine. She didn't even do well at her job in Georgia. Hard to imagine that she'd have that job in another administration. You are right that "Trump orders CDC to..." is a bit misleading. But at the same time he could totally order them not to do that, and he's responsible for his appointments.
Washington Post is all about their stupid clickbait titles.

According to this report from NBC, it was a staff level meeting where the words were not going to be included in the budget. Probably with Trump in mind; he most likely mentally translates the word "vulnerable" to "loser" when he hears it.

CDC has to play politics, just like any governmental agency. Right now, people in power are a bunch of ideologically motivated morons, so those in charge of CDC know, that using trigger words and mentioning science stuff in official documents will most likely result in lost funding for projects in question.
