I follow a few yt channels who bait scammers, including the IRS ones. The point is to deliberately tie up their time and phone lines so they're not able to make money. One of the best is Scambait Central, with "Mr Pricky".
At the age of five, Skagra decided emphatically that God did not exist.  This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair.  Only Skagra responded to it by thinking, 'Wait a second.  That means there's a situation vacant.'

Off topic: I was audited by the IRS once. I had not filed taxes in 7 years. So, I cut a deal and filed all those years at once. These years of course were the focus of the audit. I was young and stupid. They were especially interested in year one of the audit. I was claiming I made $112. I actually made a lot more, but under the table. Cash money. They asked what I was doing that year for work. I told them I was a wino. They just moved on to the other years. No further questions. Due to the Earned Income Credit they owed me about $7000.
God thinks it's fun to confuse primates. Larsen's God!

I got audited, they asked me what kind of work I was doing since high school? "Mostly killing people and breaking things." They moved on.

Just tell them that you're a special IRS agent whose responsibility it is to monitor IRS activity in the area and that you will be in to investigate their activities.
