The bishop thought he was holding on to her waist.
That seems fairly obvious to me, seeing as he knew the whole thing was being recorded and the number of witnesses.
So is it inappropriate to put your hand on a woman's waist in this day and age?
Yes, I think so, especially if you don't know the woman well.
But if he had just touched her waist only we would never have heard about it.

Sorry, but this is plainly intentional. She should have punched him. Why would he do it in front of the cameras, and all those people? Because he knew she wouldn’t make a deal about it in front of the cameras all those people. He knew could play it off as an innocent mistake. Disgusting.
