1. I'll be the first to admit I don't have any actual numbers on this. But I don't think here in the west, at least, that it's a common occurance. At least not past puberty. But I could be mistaken.

And they shouldn't have to worry at all about anything I feel about the subject. But aforementioned grooming is like an arranged marriage, be it between family members. And that is the biggest problem I have with the incest-question. And I just meant to show you how hard it might actually be to point out the actual grooming, brainwashing or influencing taking place might be. For example, is it concidered child-abuse if a family sets up two cousins to be married when they come of age, starting at their birth? Shouldn't it be? And if so, how do you prevent it without  tresspassing on 'people's freedom of choice'?

2. I'm pretty sure grooming your kids into incest is would still be a crime even if it's hard to detect and even if incest between consenting adults were allowed .

Yeah, but you don't really understand what it is nor what it entails, on that age, do you? Or do you think children are fully capable of entering a romantic relationship on the same level as adults? With the same understanding of what it is they are getting into, including capability of giving consent, as full and equal partners?

With the same understanding of what it is they are getting into, including capability of giving consent, as full and equal partners?
On one level they understand they have a feeling towards someone but the same level of awareness as an adult no .The ability to consent no. But they do have a level of understanding .

Marrying a "cousin" is very spread in the Middle East and even considered "the stereotypical" kind of marriage.
I wouldn't link incest to cousin marriage, but I'll call any "mother-daughter-sister...first degree relative" sexual relationship as "incest".

It's forbidden in Islam, and I am against it, there is very strong evidence that inner breeding can result in disasters for newborns that result from the relationship, and on the side it is very weird in my opinion. Your sister or brother should be another "you"; a keeper of one's secret, sexuality must not be involved in such relation. In my opinion.
