The principle reason why biological weapons haven't been used in war yet is because there is a chance your own side will be afflicted by your own weapon. Once out, the infection cannot be expected to be controlled. Having said that, Donald Trump is a total moron, so it wouldn't surprise me if he didn't care about the reasons I just stated, let alone consider them as a possibility.
Still, even if he did think biological weapons were a good idea, I don't think he has the attention span to see it through. Donald Trump tells his staff to do a lot of stupid things and they often just ignore him because chances are he does forget about his previous ridiculous request. One example is tariffs on Mexico.

If you want to claim there is an "oligarchy" then you need to demonstrate their according rule. The fact that there maybe is nothing to show, is not evidence that there is an oligarchy, aka i dont by conspiracy theories....unless you produce some evidence for such.
