I don't have any data on this - but it seems highly likely - as the majority of gun violence is between civilians....

I read the article and I missed the part where the man ran away and the cops shot him in the back. Is that actually what happened? This article says a man with a knife approached cops and ignored their repeated demands to drop the weapon and then they fired on him. Tragic but the police were called to the scene because the people were afraid they were going to be stabbed. Seems to be a story about cops doing their jobs with an unfortunate outcome. Rather than talk about movie bullshit leg shooting or trying to disarm the guy using a bullet, I would focus on the idea of having better equipment, like a taser.

What if the person being shot at doesn't have a firearm? I'm not a big 'shoot at the leg' proponent, but if the suspect is at range and not capable of returning fire....

You know they don't have a firearm when you search them and don't find one.

A 1 foot circle (size of chest) at 30 feet is about the best they average. Most simply don't get the practice.

Expecting precision from them is ludicrous.
