Sounds like the human traffickers responsibility. If we're going to blame the admin for something, blame it for something that it's doing, not something some other asshole is doing. No shortage there.

It is the responsibility of the government to stop crimes. if crime is occuring, that is the government's problem, & if they can't or won't stop it, then they are to blame.
