So this means that Russians will be shooting at each other because Russian troops ARE the foreign troops in Ukraine.

Ukraine will never be safe so long as Russia has a veto. Even Putin won't like this, because it will freeze Russians lines and, while allowed refit/resupply/re-equipment, it will also draw a sharp line under his next invasion.

Putin can stop this war on any day with one order. He won't do this now.

Also, Kyrylo Shevchenko, former governor of the National Bank of Ukraine, has announced that Ukraine's main steel plant has shut down due to lack of electricity. Russia has been hitting the power system hard. Without steel exports Ukraine will lose a significant source of income. 

And several sources are reporting that Ukraine's main gas storage facility has been hit by an Oreshnik missile and severely damaged. It's not clear yet how bad it is, but this holds a large percentage of the gas that Ukraine needs for the winter, and exports to the rest of Europe. Taking it off line would seriously downgrade Ukraine's energy and income.

And Russia’s losing streak is not coming to an end. Like the new super sanctions that Trump introduced towards Russia that even the Iraqi government nationalized the stake of Russia’s Lukoil.
