Your objections to it notwithstanding, I still think psych evaluations would help (not solve the problem, but help). But I'm willing to forego that if gun owners would agree to make owning a firearm no more difficult than owning and operating a car.

-Required training.
-Written/practical tests.
-Minimum health requirements (vision, hearing, etc).
-Liability insurance (people who own more than one firearm would be eligible for a multi-gun discount).
-Renewals and inspections at regular intervals.

Guess the whole idea of people who aren't responsible with their guns and using them means nothing to you.
Frankly, the Second Amendment was probably the biggest mistake the framers of the Constitution made that didn't involve perpetuating slavery. But given that, at the time, there was a huge opposition to a standing army and states relied on semi-organised militias, it at least makes sense.

You'd think, but even with the on-scene commander having a clearly (in hindsight) -erroneous picture of events. those officers have to follow orders. That the orders were flawed is not a reflection on the individual cop there, nor his or her motivation.

Also, all rights have limits. Can't make threats, can't defend libel with "freedom of the press", that sort of thing.
The right to bear a firearm should of course be accompanied by restrictions.

It means as much to me as the 'well regulated militia' clause means to you - fuck all. The whole point of that Amendment was to obviate the need for a central standing army - Federalists worried that would give the government too much power and thought a better safeguard would be state militias.
Pro tip: A teenager with a grudge is not a 'well-regulated militia'.
