It can take a few passes with SFC to have success. For some reason, SFC only works some of the time. DISM is another tool to use.

Being told you're delusional does not necessarily mean you're mental.
If your credit history isn't too bad, you might qualify for an Amazon Prime Store card (after subscribing for a 30-day trial of Amazon Prime). The 4 TB Team MP34 NVME SSD is currently $165 and with the store card you'd qualify for special financing. You'd definitely be eligible for six monthly payments, and might be eligible for 6-months deferred with no interest so you pay it off in six according to your schedule. That's about $30 a month. Or you can get the 2 TB for $76 which works out to $14 a month. And the MP34 is an excellent SSD with DRAM and everything.

If you're going to take advantage of this, today is the last day at that price as this is the second of two Amazon Prime Day sale days. I noticed in passing that the Adata XPG SX8200 Pro is at a good price as well. If you have the money, gohardrive is selling used HGST 8TB 3.5" hard drives at about $70 under the Amazon Renewed policy (90 days free returns); that paired with a small cheap SATA SSD and primocache for $30 would make an excellent gaming drive. You wouldn't want those SSDs for the system because they're dramless, but for under $100 + the $30 for primocache, you'd have an 8TB gaming drive. The Samsung EVO Plus 870 and Crucial MX500 are good buys for a system drive in a SATA form factor. (Difference between speed of SATA and fourth gen NVME is not something that you'd notice in practice -- maybe a few percent).
ETA: The HGST and the similar WD HC320 are not Prime Day sales, so there's no hurry to buy those.
Oh, btw, you can download the ISO for windows and put it on a DVD/CD/USB-stick. All you need is your key. Google "download windows 10 ISO." If you've forgotten your key, use magic jellybean to recover it.

I'll have to ask the wife, she's currently on the payroll. (edit) Just hit Google, apparently it works about the same as Canada. My guess is probably worse.

@Angrboda Thanks for all the help but it looks like doing a fresh reinstall of windows 10 actually worked. If the hard drive was the problem then I would be getting the same problem. Which makes we wonder if windows did gave an update specifically designed to make it look like I had hardware problems. Anyways I hope I didn't jinx anything by posting this. You hear me millennial jesus, stay away!
