Islamic prophet Muhammad, as said by Bukhari and Muslim (two most trusted person saying what Muhammad has said):

Okay, during those times statistics probably not yet invented. But, if you think about it, the prophet itself saying that many people do fasting but getting nothing.
If that's true than being forgiven due to fasting is like a lottery. Many people won't get it, though they had done the procedure.
But people still doing it, and probably they believe they will be forgiven. It's like a paradox that 90% of drivers are among 10% best drivers.
