Certainly the Spanish were using slaves very quickly after the discovery of the Americas, also the Dutch definitely did use slaves exterminating the native population of an entire island and replacing them with a workforce of slaves bought from Zanzibar.

I refer you to Richard Pryor and his tax dodging. Anybody else from the streets would have been strung up for dodging the tax.
