Well, that and the last time a majority of people suspected that the government was complicit in the death of a sitting president, it wasn't really the sort of catalyst for civil war the plan hopes for. Then again, JFK's supporters weren't radicalised lunatics with a bloodthirst matched only by a complete rejection of reality.
