There are many reasons people have NDE's, and every one that I've read about seems to have a logical explanation. Or, to answer question two, they're made up. Yes, some theists will most certainly lie if it will get a couple of people to join their belief system. A famous example is a young boy who "died" and went to "heaven". The boy told the story publicly and the father wrote a book about it. Then the boy came forward and said it was all made up and his father had told him what to say.
