Since we are talking about being accountable to a higher power, would you define being unconvinced that there are consequences as atheism?

If you are using 'higher power' and 'consequences' in this context to refer to matters pertaining to gods, then yes.
At the age of five, Skagra decided emphatically that God did not exist.  This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair.  Only Skagra responded to it by thinking, 'Wait a second.  That means there's a situation vacant.'

I would not.

What would you call a serial killer that killed people never having thought of the consequences for his actions, verses a serial killer who believed there are no consequences for his actions?

The first thing that comes to mind is it's based on an innocent person being brutally murdered for the crimes of the guilty. That's pretty much the opposite of just and fair. Of course also hell is often depicted as a place you'd never want to go, even if you were the type of person who isn't afraid to pay for your own crimes yourself.

You're convicted of crimes you're incapable of avoiding, sentenced to a place of punishment you're incapable of bearing, and the only way out is scapegoating someone else. That's christianity in a nutshell.

A concept you embrace on a day to day basis, except in this instance it's all of the sudden an evil thing?

Two serial killers.

Two serial killers.

Then you'd agree with me about not arguing semantics, because apparently they are the exact same thing according to you...

Oh, I see where you were going. No, not really, because then you'd be equating people without the belief in gods with people who never thought about it. That's not necessarily the case; I for one have thought about it and so far have dismissed it pending convincing evidence to the contrary.

And how do I do that? Unless you're using a vague definition of scapegoating.

You see, Chad? Not a vague definition of scapegoating but a fabricated and completely incorrect one.

That's much better, isn't it?
