As far as I'm aware, "physical" is a synonym for "literally existent". And as such it wouldn't include the other things that make the universe what it is, such as forces and other "rules".

I would imagine that, if looked at the right way, our universe would be very simple; at least to an intelligence capable of comprehending it.
