The FLRW model made a testable, falsifiable prediction, namely, the existence of the CMB. It is much more than a "just so" story about how the Universe began.
Yes, on another thread we've disagreed about how solid a model explaining evidence can be. I'm not saying there's anything to Popperism (heck, the daily horoscope is falsifiable, that doesn't make it scientific) but we've got data, and we've got models that explain the data, and our models approach the way things are as a limit. They never get all the way there.
