Show me what Bible passage you get this idea from. You can't because there isn't one. Let me guess, Ex 20:13 says "murder" and not "kill" right? Well what about Ex 21:12 "Whoever strikes a man so that he dies shall be put to death." It may be implicit that God "means to say" something like "except if I tell you to" after every sin, but doesn't change the fact that killing, in and of itself, is inherently sinful.
