While I'm not sure how gender identification works in children this young (I could send some e-mails out to professors that I know specialize in child development and gender identity, but unless someone wants me to, I am too lazy), banning her from using whatever bathroom she wants is stupid. Who cares? If you're six and you wear a dress and have long hair, don't you think you'll go into the stall labeled with someone in a dress with long hair? So, she uses the women's restroom. No one is going to be sharing that stall with her. Plus, when I was her age, we had a bathroom in our classroom that everyone used. This is incredibly dumb.
As a side-note: I'm pretty sure this would be too young to make a reasoned choice about one's gender, but gender is an arbitrarily social-construct anyway. Let her wear and act as she wishes and don't worry about her gender until she is ready to sort those feelings out herself.
