Yeah, I see misguidance, not malice. So I wouldn't say it like cold blood murder.
And another thing, is people hardly do anything about the bad their government does, if it was originally popularly supported.
People tend to justify or belittle an evil their government does. So even if it was with malice, I don't expect people to all rise up for justice.
Sanctions on Iraq in the past killed so many children, but nobody did nothing...
The fact is people fail to rise up for justice, they rather justify injustice or belittle it.
