If you are referring to the U.S. capital, I have been there recently, in quite a few parts of the city, including in parts that are (horrors!) full of black people, the poorer parts of the city, including east of the Anacostia River, and in SE DC.
Now, if Haiti is, contrary to what I have heard, a paradise, then maybe your choice is right. But if the wikipedia article on Haiti is right, then your claim is ridiculous hyperbole. My guess is that you are just being silly.
Of course, the Haitians do have a cool accent.

I lived in Washington D.C. for three years (plus another two just four blocks away) and we weren't joking when we talked about it having worse demographics than 3rd World nations. I stopped watching the news because I got tired of hearing of people getting killed every day.

Haiti has starving people and random bombings. It's one of the least stable places on the planet. Probably the site of the next genocide based on over population.

Murder rates in the US are pretty much a global average Polaris. If you moved from some place with low rates, it would seem more violent to you on that count (for example). If you moved from some place where it was higher it would seem more peaceful. We're smack dab in the middle, there's about as many places on either end of the range. Average americans are average, you know?
So...just as an example..if you moved from Podunk, to DC....you would have a similar experience even moving within the states. You might have just come from Podunk, Earth...to the Big City, is all. Large numbers (like large pops) drive towards an average.
DC aint the south, btw.....DC is pretty much universally hated by "the south" - it's one of our strongest traditions.
