Actually it is what happens when people get lazy.
The idea was to have judicial candidates vetted by impartial boards who recommend them to the governor. The people then retain the right to throw the bums out if they fuck up too badly. But, as Von Clauswitz said, no plan of battle survives contact with the enemy. The enemy in this case is political corruption, cronyism and voter apathy.
While we are on the subject of suck-ass judges....
