Just to clarify, are you suggesting giving guns to people who are pro life with the intention that they will murder each other with it?

Population levels have a way of going down when they get too high. The natural ways that happens are pretty gruesome. Just do a bit of searching on the subject of animal overpopulation to get some ideas about starvation and other nasty things that tend to happen.
With that in mind, I think it would be a good idea to incentivize not having children. And make it easy for people to choose to not have children, by the government providing free birth control to everyone who wants it. I would favor paying people to be sterilized and give them tax breaks ever after. And I think everyone should be required to have proper sex education, so that they understand what happens when they give in to their biological urges, and also know about the possibilities for birth control.
Now, if the above did not work enough to keep the population in check, then either more drastic measures would need to be taken, or we would simply let nature take its course. You really don't want the second of these, no matter how much you may dislike the idea of the former. But I would favor starting with education, incentives, and free and ready access to birth control, and hope that that would be enough to get the desired results. If it did not get the desired results, then thinking about more drastic measures would be called for.
