Well then it's so clear, what's there left to interpret!
Who or what is beckoning? Progress. The American dream. Those unbeckoned are then those who got left behind, those disenfranchised - the losers of progress, as they say in my mother tongue. The shattered rock is a symbol for the shattered American dream which is the rock on which the country is built like Jesus built his church on Peter. The forgotten wastelands are the societal problems ignored by those in power. So there you have it
