If you've got a Big Lots in the area, they usually have 8-16Gig flash drives for cheap. Name brands too, not the cheap knock-offs.
There's one not too far from me. I'll check into it.

One last thing I'd try (off the top of my head), is to start in safe mode.
This disables all non essential drivers/software.
If it seems more responsive, it's an indication that it driver/sw related.
Safe mode = tap f5 or f8 during bootup from off.
If that's the case, you can then startup normally and manually disable or uninstall until you find the culprit.
(Many progs give you the option to not autostart, usually, right click, untick autosart, otherwise you can go into device manager and disable temporarily as a test.)
I'd get a little aggressive with disabling until I find the problem, eg: WiFi, sound, etc.
I wouldn't be surprised if one of these Toshiba drivers is causing you this grief.

There's an app for your android devices as well. I'm not sure about iOS, but the Anrdoid app lets you share any file to your Drive without even opening the app.
Also, the Windows app makes a folder on your hard drive that will sync to your Google Drive automatically.
