again today was like the 4th time I heard this man given the mic to say what he will about the situation. Not once did he denounce the shooter, the shooters jihad, nor the actual act. He spoke in very general terms when he was not playing the victim card

So you're wondering why one muslim...not moderate muslims in the general...don't denounce a particular event?
Maybe you'd get farther with that by asking that particular person. He obviously has your ear, you've listened four times. He never does a q/a? When you say he "spoke in general terms"...does that actually mean that he -did- denounce event x...but not strenuously enough for you?
