All term limits does is ensure that the congress is full of rank amateurs. They hire the same people to be on their staffs ( re-cycling at its worst) and the fucking lobbyists are still there.

What we really need is proportional representation in the house. Political stances are no longer geographical as they used to be. So districts are utterly useless these days. A representative can fail to represent an entire 49% of a district.

Heinlein came up with this:
add a third body to congress that can only repeal laws. And they can repeal anything with a 1/3 vote.
