"Open border green card system"? You have to jump through a gazillion hoops and pay a fortune to obtain a green card, I'd hardly call that "open border." (As a medical worker who used to be interested in moving to and working in the US, I've done my research.)
Also, Iceland doesn't have a green card, but they do have Residence permits, and they have by no means "eliminated immigration."
Furthermore, they also provide asylum for refugees:
"Persons, who are subject to persecution in their own countries or for other reasons fall under the refugee term according to Icelandic law, have the right to asylum in Iceland. In pressing instances, for example, serious illness or particularly difficult social circumstances in the home state, granting a residence permit on humanitarian grounds is permissible." - Directorate of Immigration website

Since people in other countries can move to other countries they should be happy. There's no reason for anyone to get upset about not being able to move to the US when they can moved to over 180 other countries. President Arthur banned the Chinese for 10 years and after that the country only admitted 105 per year until 1965.
Heck, Mexico wouldn't give American black people visas until July 1935. And Australia wouldn't admit them either.
Maybe we should be completely fair and just admit 105 people from every country each year.

Can you list any country where anyone can just walk in and set up house? So you have 191 countries and not one of them will let aliens walk in and take over. Sure, a lot of countries take in thousands of refugees from war zones but they won't accept other aliens just because they might want to move there.
The whole thing is pretty much a BS issue designed to make some people feel good about themselves while screwing over their fellow citizens.

This really shouldn't be surprising, the Cato Institute is a libertarian think tank and AFAIK are pro-open border.
