As I recall, there are only a few hundred approved names legally allowed to be used in Iceland . . .
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

Banning the name 'Lucifer' strikes my as impressively stupid. One can (presumably) name a child 'Elisha', 'Joshua' or 'Moses', all highly disreputable characters.
