Looks like he built the guns himself, illegally.

I'm reading in my local paper that the local PD is taking heat for investigating him, and turning away from his door because he wouldn't answer,
even though the neighbors reported gunfire from his property, after he had had firearms confiscated because of a prior offense. They have even admitted it.
