I can't think of a reason why not, especially if they have a completely legitimate vote for statehood. The 2017 one was boycotted by people opposed to statehood and had basically no turnout. So with a legit referendum, there is no reason not to.
Well, other than changing the flag. 51 states just doesn't have the same ring to it.
