Well this thread to pull on the brakes before it spins downhill.
Well, I think the dude was heroic. He was trying to free that bicycle before the trappers came and clubbed it to death.

The guy explains to the cop that it's an emergency, and he so desperately needs a bike, that had to take the one in front of the police station, even though he knew it was a risk. The cop buys the story, releases the perp, and lets him off with a warning. Then he gives him the bike, tazes him, and sends him on his way.
