An excellent example of how cops now view themselves is this (thanks to Brian37 for the link). The relevant bit starts at 3:36.
When cops use force against people for talking - not rioting, not looting, not blocking traffic, just talking - it's painfully obvious that the current problems are not individual police, but the way the police and the public view law enforcement in general.
Firing, arresting, charging, and (hopefully) convicting bad cops is all well and good as far as it goes, but it isn't going to fix the problem.

Changing training has been tried and it doesn’t work. Meaningful change will involve a cultural shift is what policing is.

Policing in the us follows the model of an occupying force tasked with the maintenance of social order. It's them vs us. What we see in the US is what we always see in those circumstances. From side hustles as a criminal syndicate to shootings to protecting bad apples against the accusations of enemy forces, all of it. They give them paramilitary gear to support their paramilitary mission which reinforces a paramilitary culture.
That needs to change. No amount of sensitivity training turns a pseudo-combatant into a community resource officer, which is what most police should be, if we insist on keeping the paramilitary force on the taxpayers dime. We need fewer shooters and more helpers, and we need the culture of policing to reflect that. More barneys with their bullet in their pocket, less judge dredd.
