It doesn't mean that, at any rate. Those funds can be and are better used at taking that workload off of police entirely. They shouldn't have to be social workers or emts. This is one of the circumstances which lead to shootings.
It's not as if the city plans to set fire to all of the cash they claw back from their underperforming law enforcement.

Fire and rescue are sortied when called. So the most likely first responder is a police officer. How do you take that workload off the police? Have them ignore "Child choking" calls?

...by taking that workload off of the police.......just kindof jumps right out, doesn't it? When you need an emt, there is no reason for an armed law enforcement officer to be there. Again, our leaning on them so much, in this way, contributes to the outcomes we're hoping to avoid.
We don't -have- to send cops to save a child who's choking on his popsicle, there are better people for that job, and cops have things to do which would be a better use of their time, their training, and our tax dollars.

Yup. The cop is almost always first on the scene.
If you expect civilians to call 911 and calmly report a situation and request a sortie from an appropriate response agency - you have never heard a panic ridden idiot blubbering over a shitty cellphone.
I have.
90 percent of them can't even give their location without fucking it up.
There is no substitute for a trained professional on scene.

Cops are not trained professionals in that respect. They are trained to be law enforcement officers. Not doctors or social workers. They're pretty shit at those things...even if they're good at the thing they actually do, professionally.
Just as you say, there is no substitute for trained professionals, but this is exactly what we're forcing on cops. Icing on top, seems like we're being taken to the cleaners for the privilege of fucking them and ourselves in this way.

This is a disingenuous argument. Yes, Sama, yes, there are better things that a trained law enforcement officer can be doing with their time than respond to medical emergencies or make wellchecks. If it prevents encounters that lead to shootings......what, exactly, is the problem?
