Limit the supply of weapons and make bullets expensive.
That would be a start.
Your plan is to target the people who already obey the rules.
After all - if some whackaloon is intent on mayhem - he's not going to buy a gun legally or report to the government about the guns he already has.
Are you REALLY surprised that law abiding, safety minded people find flaw in your plan - or are you just looking to punish somebody?
