I'm calling photoshop. They had to have surveyors monitoring the construction. Shit like that has happened in the past, but these folk are wearing reflective safety gear, so not of the vintage where that would actually happen.

Oh, it's real alright. But it's not a construction error it was put that way on purpose according to this fact-checker site
