Contrary to popular belief, there wasn't simply a single short loop of towel in these things.  It was a large reel of clean towel material fed through the machine.  The dirty and wet towel portion was rolled up inside, to be swapped out with a clean one when they were all used up.  Obviously not practical in a high-traffic restroom.
