Hilariously, while looking for a higher quality version of the image, I found a 4chan archive thread asking the anons their opinion on Austria. It's mostly a combination of either the sort of racist shit you'd expect from 4chan and the sort of sexualisation that whoever tacked the message onto it would no doubt have decried.

1) They're two different countries, NIG is FIFA's three letter code for Niger, whose flag is showing beside the code; NGA is for Nigeria, who are represented by plain green if their national flag isn't used (as their usual home kit is all green). 2) The left photo is either doctored or mis-captioned, Niger never competed in a men's world cup finals. Also as of 2019 Niger has never played Germany in a senior men's international.

PS 3) Germany did play Ghana and were designated the away team in the group stage at that WC. Ghana often wear a red-orange away kit, and this can also be used for pre-match training tops.
