It passed, with only two countries voting against.

Actually, four countries formally voted against, with fifty three abstentions and six members not voting. Abstentions and non-votes are de facto ‘nays’, which tells me that this resolution was so problematic (and I confess that I have not read it) that nearly a third of UN member states couldn’t support it.
