Because the culture warriors need a win - so they pick on groups they don't believe can credibly fight back.

Never underestimate the power of very stupid people in large groups Arguing with an engineer is like wrestling with a pig in mud ..... after a while you realise that the pig likes it! 
Trans rights are new. Something that existed in the background of politics is now forefront, and a lot of religious and conservative people aren't comfortable with the whole topic.
This is an opportunity for the Right to stoke fear, and get wins. They don't care about trans people, or protecting society from "trans people coming to get your kids". It is pure cynical opportunism.

Small demographic that can be portrayed as a Big Threat™ and used to keep people angry and afraid. Angry, scared people are easier to rally and incite.

My sense is that voters are distracted from noticing nothing much getting done -- and the corruption here -- by these go get em! issues.
