If the government doesn't really care they're underwriting a particularly odious religious/criminal enterprise, then they are complicit in it's 'success'.

Just to be clear what he was doing:

My outrage over his crime and the trivial sentence he earned is manifest.  Fucking Mormon hound dog breeding on the taxpayers dime to sate his fucking imaginary and criminal Mormon God.

It's my understanding that some FLDS members feel like it is their duty to bilk the government for whatever they can get.  It's also my understanding that it's common practice for second, third, fourth... wives to go on welfare or other government assistance programs and claim that they don't know who the father of their child is or claim that he's not around as a way for polygamous men to maintain having huge families.

Can't remember now where I've heard this stuff but there you have it.

That is essentially the business plan. Enough aid and support money comes in and with economies of scale (the more wives the better it works) they can live very well with the GOVERNMENT funding their religion.

Shit, if we are going to have a goddamn state religion, it better NOT being fucking Fundamentalist Mormon.

Still, with their well documented (by themselves, curiously) habit of changing dogma willy nilly, just like any other Mormon edict, this one is subject to change. Particularly since it regards marriage. It's a topic they have been working on for quite a while. Plural marriage, marriages dissolved by administrative fiat even if both parties to the marriage are not interested in a dissolution, plural marriage sorta rescinded, plural marriage rescinded for real, interracial marriage forbidden then encouraged if the woman is Native American and then forbidden again then approved for everyone, Celestial marriage, that the Holy Ghost is NOT Mrs. God, but their is one (or more sometimes) in Heaven or sometimes Kolob except when there isn't . . . .
