Women are not empowered to report it. Convictions are rare, victim blaming is rampant, and rapists with eyewitnesses get 3 months in jail if convicted, which I have mentioned is diminishingly rare.
If The Flintstones have taught us anything, it's that pelicans can be used to mix cement.

The kind of people who are likely to do you harm are very UNLIKELY to be persuaded by your karate classes or whatever.  They will very likely be bigger, stronger, and faster than you, and have lots of experience in real fighting situations just like the one they are entering into with you.

Of course, it's never wrong to improve yourself, BUT it is important that you don't stop doing the other things you'd do-- like avoiding dark alleys, or not pissing off big dudes who are obviously looking to pick a fight with someone.

Also, I'd like to point out that the majority of rapes are committed by someone known to the victim. It's so far beyond the back alley.
