Quarks are super complicated because they are subject to the strong force which confines them such that they never travel isolated from other quarks that cancel out their "color charge". But it goes roughly like this: In the Proton and Neutron they are confined in a small space by the strong force, and by virtue of the Heisenberg principle that means that they need to have momentum - you can estimate from the proton size and Heisenbergs formula how much roughly.

Maybe photons can't travel any faster because they would go backwards in time stopping them from going any faster.
