Instead of a state religion, he wanted the state to be the religion.

There are two major types of religions creedal like Christianity and ritual/taboo like Judaism and Islam. Judaism requires no beliefs whatsoever. Islam requires only two beliefs expressed in the act of joining. All the rest is ritual/taboo.
