Whoever it is, it's certainly not anyone involved in building the damn thing; given that the whole project has struggled for funding from day one, up to and including relying on a multi-million dollar tax break from the state government just to get the ark up and running. It would appear to have 3 reinforced concrete towers sticking up through it. So I'm thinking no to the floating thing
